Power exports add to HK pollution                                                                                             

The lucrative business of exporting electricity to Guangdong is responsible for up to 12 per cent of pollutants in Hong Kong, the environment chief revealed yesterday.

Sarah Liao Sau-tung also told the Legislative Council that emissions in Hong Kong would drop immediately if CLP Power ceases its exports to the mainland.

She disclosed the emission figures associated with the exports in a written reply to legislator Lau Kong-wah's query on CLP Power's growing cross-border sale of power generated from local plants.

The environmental price for about 3 billion kilowatt hours exported to Guangdong in 2004 was 11,800 tonnes of sulfur dioxide, 6,100 tonnes of nitrogen oxides, 290 tonnes of respirable suspended particles, accounting for 12 per cent, 7 per cent and 4 per cent of the total emission of the pollutants in Hong Kong respectively. The 2.7 million tonnes of carbon dioxide emitted also accounted for 6 per cent of the total greenhouse gas emissions in Hong Kong.

The figures from last year were not available, but exports grew by 45 per cent to 4.4 billion kWh or 13 per cent of the total generation.

If CLP Power ceases to export electricity to the mainland, it will reduce local emissions immediately, thus helping Hong Kong to meet the 2010 targets and reduce air pollution, Dr Liao said.

Noting the emission reduction efforts by Guangdong, Dr Liao believed that there would not be any environmental impact on Hong Kong even if CLP Power's electricity supply to the mainland was replaced by that generated by plants in Guangdong.

The province will double generation capacity from 33,000 in 2000 to 64,000 megawatts in 2010 and was pursuing cleanup programmes such as installing flue gas-desulfurisation units which CLP Power's Castle Peak plant did not have, she said.

A CLP Power spokeswoman said the exports aimed to ease power shortage in Guangdong and were indirectly beneficial to Hong Kong environmentally.

The export could help avoid the use of small generation plants or even backup generation facilities on the mainland that could be more polluting, she said, adding that it was uncertain if Guangdong could meet its energy demand.

Meanwhile, the environmental campaign groups Friends of the Earth and Greenpeace have launched online petitions in response to the government's public consultation on development of the electricity market.

By yesterday, Greenpeace had collected more than 1,550 signatures, while Friends of the Earth had forwarded 7,123 e-mailed submissions to the Economic Development and Labour Bureau.
